Meanwhile, Kramer claims that he thinks he knows where Jerry's stolen objects are, and suspects an Englishman along the hallway who denies having any "stuff" on him.
Later in Monk's Cafe, Jerry goes back on the deal and decides not to take the place because George wants it. The two continue to argue about who should own it, and decided that neither of them should take it. A waitress, Carolyn, played by Anita Wise, overhears them and George offers the place to her, which she accepts. The waitress invites them and Elaine to her housewarming, but it is clear that Jerry, George and Elaine are not enjoying themselves. They overhear two people having a conversation about someone else moving out of their apartment, to which all three ask what the apartment's rent is.

Parental Love Toward Children
Where is the place to receive God's love? Love is one; therefore, the place of love is also one. Are you willing to go forward if there's a place and a way to receive love? That is the position of a child in front of parents.
What is the original motivation for parental love? Love centering upon a man and a woman changes, but love centering upon children born of a couple never changes. Unchanging love is not the result of the horizontal bond of a couple, but it has to do with the origin of the vertical flow. Then who is the vertical subject? It is God.
That love cannot be controlled by a husband and a wife. In its presence, you don't have free choice to act according to your own will. You cannot abandon it whenever you don't feel like carrying it. It is impossible to cut it off. There's no way to touch it through the horizontal bond. That's why parental love is absolutely unchanging.

Traffic police will not fine road users for offenses related to licenses and vehicle documentation until March 15, while other provisions of the new Land Traffic Law will continue to be enforced as usual, officials said on Tuesday.
“The National Road Safety Commission would like to inform the public that on March 15, 2016, traffic police will enforce checks on all offenses stated in the Land Traffic Law—including paper documentation,” the commission said in a statement on Tuesday.
The statement—signed by Interior Minister Sar Kheng, who oversees the body—urged the public to use the extra time to complete applications for driver’s licenses and vehicle registration papers.
Lieutenant General Run Rathveasna, director of the National Police’s public order department, clarified that since January 1, traffic police have refrained from fining motorists for failing to produce such documentation.
“Since January 1, we have not been fining people over vehicle registration, license issues and vehicle inspection certificates,” he said, acknowledging a processing backlog.
“We have seen that a lot of people have come to get driving licenses, certificates and letters—but the Public Works and Transport [Ministry] is jammed.”
The department director added that between January 1 and Monday, a total of 553,148 vehicles had been pulled over, with more than 20 percent of drivers found in violation of the traffic law.
